First use Deployment Image Servicing and Management (DISM)
DISM.exe /Online /Cleanup-image /Restorehealth
If Windows Update is broken use the following command with a Windows side-by-side folder
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess
The SFC command is
sfc /scannow
